Section E - Personnel
INTRODUCTION
The Board of Trustees recognizes that employees are the Division’s most significant and valuable resource. In order to attract and retain employees who can support the Division’s mission, vision and goals, the Division will ensure that policies are in place to provide a safe, caring and respectful workplace, to compensate staff fairly and appropriately, to provide staff with excellent benefits and to supervise, evaluate and hold them accountable.
The Personnel section includes all of the policies related to hiring, compensation and conditions of employment for teaching and support staff. Where provisions regarding terms and conditions of employment are covered in a collective agreement, the collective agreement shall apply.
Personnel is divided into five subsections:
E.1 Employment
This subsection provides policies on recruitment and appointment, conditions of employment, records and acknowledgement and resignation/termination.
E.2 Compensation
The compensation subsection outlines compensation, benefits and allowances provided to employees.
E.3 Leaves
Leaves, such as maternity leave, compassionate care leave, and sick leave are covered in this subsection.
E.4 Supervision and Evaluation
This subsection includes policies on supervision, evaluation, merit increases and professional learning.
E.5 Respectful Workplaces
The intent of the policies in this subsection is to provide safe and respectful workplaces. Included are policies on grievances, workplace harassment and progressive discipline.

CLASSIFICATION GLOSSARY
Classification of Employees
There shall be five classifications of employees in Frontier School Division. They are permanent full-time, permanent part-time, temporary or term, casual, summer student. In addition the Division, at times, hires independent contractors. Definitions follow.
1. Permanent Full-time Employees
Permanent full-time employees are employed on a permanent and continuous basis of an indefinite duration. Permanent employees may be full-time or part-time.
2. Permanent Part-time Employees
Permanent part-time employees are employed on a permanent basis of an indefinite duration but their normal work schedules result in daily, weekly or monthly hours of work which are less than the normal hours of work established by the Division for the position.
3. Temporary or Term Employees
Temporary or term employees are employed on a continuous full-time or part-time basis for a contractually limited period of time. This may include:
i) “Leave Replacement” in which the person is employed to replace an employee who is on leave. The employment has a fixed end date.
ii) “D-grant” projects or other projects in which the person is employed for the duration of a project or as provided under special funding arrangements. The employment has a fixed end date.
Temporary or term employees shall not be used to circumvent the establishment of permanent positions.
Employees in temporary positions, who are employed for a period of continuous employment in the same position in excess of twenty-four (24) months, become permanent employees. The exception to this is to those covering the duties of an absent permanent employee who is expected to return to work or to employees in project positions.
4. Casual Employees
Casual employees are employed in non-permanent positions on an irregular and unscheduled basis. This may include employment on a call-in basis, or on an overload basis as workload dictates.
Casual employees shall not be used on a continuing regular basis to fill temporary/term, permanent part-time, or permanent positions.
Casual employees shall not be used to circumvent the establishment of temporary/term, permanent part-time, or permanent positions.
Casual employee appointments shall not exceed a period of one school year; however, casual employee appointments may be renewed for subsequent years.
5. Summer Students
Summer students include persons who:
i) are attending school full-time to be eligible for employment during the school year, and
ii) will be returning to school full time in the fall.In accordance with The Employment Standards Code, prior to employment of students under 16 years of age, work permits and the consent of their parent(s) and their principal are required.
6. Independent Contractor (Contract for Services)
At times, services are provided to Frontier School Division under arrangements other than employee appointments under the classifications noted above. Subject to statutory obligations and collective bargaining agreements, Frontier School Division may contract for services with an independent contractor carrying on business as an individual or as a company. When it is determined that the services will be provided under a contract for services, a Contract for Services Agreement is required. Contract for Services Agreements are approved by the Chief Superintendent.
The Director, Human Resources must be consulted for guidance with respect to Contract for Services and issues relating to statutory obligations, the collective agreements or employment relationships.
